On July 17, 2020, the Verkhovna Rada adopted Resolution No. 807-IX "On the Formation and Liquidation of Rayons." As a result of this decision, all 490 old rayons were liquidated, and instead, 136 new rayons were formed (including 17 rayons located in temporarily occupied territories: 10 rayons in the Autonomous Republic of Crimea, 3 rayons in Donetsk Oblast, and 4 rayons in Luhansk Oblast).

Therefore, out of 136, only in 119 new rayons did the first local elections of district council deputies take place on October 25, 2020.
