The Dnipropetrovsk Local Government Development Centre hosted a seminar on “Best Practices in the Development of Starosta Districts” for starostas of newly formed AHs and village councils, accessing to existing AHs. The main focus of the seminar was to increase the starostas’ project competence, and with this – to foster the development of starosta districts.

Olena Tertyshna, Director of the Dnipropetrovsk LGDC, presented the concept of “Starosta’s Action Plan: “12 Steps to a Successful Start”. Applying this methodology, starostas of newly formed AHs are more likely to succeed, she emphasises.

“Today starosta is a leader of the hromada and its administrator. This is a person whom people trust and whom they count on. We have formed not just the steps that a starosta should make, but we also urge them to be involved in the budget process, because it is necessary to have the development budget of the very starosta district, which is not even envisaged in the legislation,” says Olena Tertyshna.
