Experts analysed budgets of each oblast's amalgamated hromadas for 2018

The experts of the Financial Monitoring of the Central Reform Office under MinRegion (with the support of the U-LEAD with Europe Programme and SKL International) analysed the budget indicators for 665 AHs in terms of all 24 oblasts.

“According to the results of previous evaluation of performance indicators of AH local budgets (over the first six months and 9 months), each hromada can analyse and compare the results of its financial activity with the results of other hromadas in the oblast. We hope that this analysis will help local authorities to draw conclusions and focus their efforts on strengthening financial capacity, to make more effective management decisions on mobilising their own and additional resources in order to increase their financial potential, to use budget funds rationally for the effective execution of their functions and powers and to ensure sustainable hromada development,” said Yanina Kazyuk, financial decentralisation coordinator.

The experts believe that one of the best options for further development of hromadas with low financial capacities and demographics is their accession to other hromadas and formation of an AH that is larger by area and population number.
