SKL International announces a competitive selection of a communications and public participation expert to implement the U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme, in order to improve the quality of administrative service delivery, Roll-out Phase. A person, selected for this post, will sign a consultancy contract for at least 29 consulting days.

Aim of the contract

On the basis of available subject-related Programme materials to train the shortlisted hromadas on the main awareness-raising methods and practices regarding ASC issues and methods of population engagement in ASC’s work.

Tasks:

1. Develop a training programme for 10 hromadas of the Donetsk and Luhansk Oblasts, containing theoretical and practical blocks, based on the Public Awareness Guidance Manual and a Manual on methods of population engagement in the work of the ASC, established under the U-LEAD with Europe Programme.

2. Conduct trainings in accordance with the developed training programme for 10 selected hromadas of the Donetsk and Luhansk Oblasts.

3. Develop, together with hromadas, the plans for involving the population in the ASC’s work and plans to raise public awareness of the ASC’s functioning, in accordance with the chosen model (pursuant to the Manual).

Assessment of applications and selection

Interested candidates must send their proposals, that include the following documents, to the SKL International no later than 17.00 on 20 May 2019:

1. A brief justification of the candidate's compliance with the requirements of this post (no more than one page of A4 format).

2. Updated resume indicating the relevant experience and qualifications.

3. Indication of when the candidate will be able to assume the duties.

Selection of as communications and public engagement expert will be based on the competence of a specialist and his/her compliance with the abovementioned criteria.
