The Project Office for Sectoral Decentralisation (Expert Deployment for Governance and Economic Growth (EDGE) project) has prepared a handbook for the heads of amalgamated hromadas.

The manual contains practical materials in three directions:

EDUCATION (DOWNLOAD)	ROAD INFRASTRUCTURE (DOWNLOAD)	LOCAL BUDGETS (DOWNLOAD)

This manual should help hromada leaders develop services, initiate and implement projects, and cooperate with government and financial institutions.

The handbook will be useful for the heads of both amalgamated hromadas and those that plan to amalgamate.
