At the height of the war, Oleh Horbatyuk from Chernivtsi left the University department and became a volunteer. The reserve officer left his briefcase of the Ukrainian culture tutor home to put on a bulletproof vest and bullet-resisting helmet. When Oleh returned to his native village of Rukshyn from the front line, he became head of a newly formed hromada, and its affairs quickly went up - so much that the World Bank was interested in the success. Now the hromada has already won a dozen grants and is not going to stop.
