‘Decentralisation will be successful and valuable, if people are provided with all the necessary services in their place of residence – in their hromadas. Thus, each hromada of the country must be capable of providing such services, being qualitative and accessible to their inhabitants. In the autumn such hromadas will be established all over the country, otherwise we will miss a once-in-a-lifetime chance,’ - claimed Vyacheslav Nehoda, Deputy Minister of Communities and Territories Development of Ukraine, during the Bringing Services Closer conference, dedicated to the medium-term outcomes of U-LEAD with Europe Programme's support to improved administrative service delivery.
