Until recently it was not necessary for most local self-government bodies of village and settlement councils to perform regulatory activities. However, during decentralisation the powers of the local self-government of the basic level have been extended. So, now hromadas need to independently develop and realize policies, influencing the business activity.
For the last two years the DOBRE Programme has been working in hromadas over asset management improvement, as a result the hromadas have developed and approved 228 provisions, procedures and other packages of regulations on asset management, as well as 340 tools have been realized, aiming at increasing the efficiency of AH asset management.
Supported by the DOBRE Programme consultants, under the guidance of Vira Kozina, it is now possible to apply regulatory procedures in a certain sphere – assets management, contributing not only to the development but also improvement of the hromada investment attractiveness and climate for business establishment and development.
