The Parliament Committee on the Organisation of the State Power, Local Self-Government, Regional and Urban Development has recommended the Verkhovna Rada to accept in the second reading the bill on amending the Law of Ukraine On the Local Self-Government in Ukraine in terms of ensuring state guarantees of the local self-government and its economic pillars defense (№3118).

According to the bill, rayon and oblast councils won’t be able to unilaterally change the registration place of communal enterprises, institutions and organisations. To do it, they will need the permit of the village, settlement, town and district in the cities councils, on the territory of which the institutions are located. Moreover, the bill suggests changing the location of communal enterprises, institutions and organizations into the physical location of the activity or the headquarters location.
