On October, 12 the President of Ukraine signed bill № 3614 On Amending the Budget Code of Ukraine in terms of Harmonising the Budget Legislation Provisions in relation to the Administrative and Territorial Reform Completion.

According to the bill, revenues and expenditures between the budgets of rayons and territorial hromadas will be differentiated. It is suggested that rayon budgets should be included into the horizontal leveling system. Thus, rayon budgets will not obtain the basic subvention and will not have direct inter-budget relations with the state budget.
