New territorial hromadas will have to face the fact that approximately 50% of their budget will cover the educational sphere. But it is not the main reason for hromadas to pay special attention to this sphere. The kids’ future, in particular, and the hromada future in general depend on the educational level of children.

Serhiy Dyatlenko, the national expert of the U-LEAD with Europe Programme, dwells upon the major steps for new hromadas to take, particularly:

- to get acquainted with the experience of organizing education management at hromadas, having great outcomes;

• • to accept educational establishments into the hromada ownership;
  • to establish an education management body;
  • to elaborate the data, having been taken into account, with the factual ones from hromadas;
  • to make a decision whether to establish its own Centre of the Teaching Staff Professional Development or to obtain such services from other hromadas.
