The local selfgovernment reform is a key tool of a successful country transformation and accomplishment of the aims of becoming a EU and NATO member, integrated in the Constitution.

According to UKRINFORM, it was emphasized by Olha Stefanishyna, Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine at the opening ceremony of the international online-conference "Hromadas development: trust, institutions, funding and people", organized by the U-LEAD with Europe Programme.

According to the Deputy Prime Minister, the local self-government reform is not the main part of the Association Agreement between the EU and Ukraine or liabilities within NATO – it is the essential element of the democratic transformation of Ukraine.
