Decentralisation and culture: the task is to preserve what we have and give substance to it

To prevent improper liquidation of any rayon culture establishment as all of them – libraries, art schools, museums, cinemas and clubs have to be transferred to the ownership of hromadas on the territory of which they are located. After that a hromada can determine the future of such establishments, having involved the Ministry of Culture and Information Policy as it is envisaged by the law.

It was highlighted by the Minister of Culture and Information Policy Oleksandr Tkachenko at the joint meeting of the MinRegion and the Ministry of Culture and Information Policy, dedicated to providing the population with quality cultural services.

«Decentralisation means, first of all, the population access to quality services, including cultural ones. Culture occupies an important place in forming and strengthening the state democracy and independence, their development and prosperity. The Ministry of Culture and Information Policy objects to liquidation of libraries and clubs. We support a normal, adequate transformation where the way to being in demand is to provide people with an opportunity to attend libraries and clubs, making them up-to-date spaces for communication and cultural service consumption», - claimed the Minister.
