Oleksandr Tkachenko: «If hromadas turn a blind eye to culture, we’ll be dead set against it…» the Minister’s interview

In his interview for Decentralisation the Minister of Culture and Informational Policy focused on the public halls and libraries transformation to be held by hromadas.

“The Ministry has already developed the Concept of Cultural Service Centres which has to be an umbrella format, aimed at locating several cultural facilities in one premises, i.e. a concert hall, a dancing hall, a library, club premises, etc. Thus, a Center of Cultural Services will be a venue for communication, meetings, interesting conversations, training, etc. Cultural hubs are of a greater format, designed mainly for cities. However, both hubs and Centres of Cultural Services have to combine many activities. Hubs can be compared with former rayon houses of culture but they shouldn’t be perceived as identical because it is much more than just the name change. The hub content has to be much better making it possible for hromada residents to obtain high quality cultural services they have ordered. And it is for hromadas themselves to initiate a Centre of Cultural Services or a hub as they will manage it. The Ministry of Culture and Informational Policy will provide them with financial, consultative and methodological support,” – claimed Oleksandr Tkachenko.
