Administrative social services, including subsidies provision, state aid, perks, monetary compensations qualification, social status identification, are in great citizens’ demand.
Under the decentralization conditions there has arisen the issue of what patter of providing administrative social services is the best possible and satisfies citizens’ needs. How should authorities divided between government agencies and local self-government bodies in terms of administrative social services provision.
The issues require developing a strategic vision, a reasonable attitude to pros and cons of each pattern and choosing the rational one.
