While the new wording of the local self-government bill is being prepared, Vrublevskyi Oleksandr, an expert of the starosta activities and hromadas cooperation considers it to be reasonable to dwell on the starosta position, its legal status and some other related issues not in the traditional way but in its dynamics. In other words, the expert monitors and comments the key stages of the starosta institute development from its introduction till nowadays, as well as to forecast its near future.
