During decentralization it is necessary not only to establish capable hromadas but also to efficiently fund the whole system of local self-government, as well as the system of the executive authorities local bodies.
It was emphasized by the Minister of Development of Communities and Territories of Ukraine Oleksiy Chernyshov at the meeting of the Consultative Council on local self-government. The meeting took place, initiated by the head of the Verkhovna Rada of Ukraine Dmytro Razumkov, to involve representatives of all those concerned in the discussion of important issues of the local self-government reform.
The minister focused on problems of rayon councils functioning, particularly, their funding.
«The MinRegion repeatedly emphasized the unsettled problems of funding rayon councils functioning, for which, under our estimations, in 2021 approximately UAH 982 million is required. For this purpose the MinRegion suggested introducing additional subventions from the state budget for rayon budgets within fixed expenditures for the transition period», - said Oleksiy Chernyshov.
