Council of Europe in the framework of the Programme “Enhancing decentralisation and public administration reform in Ukraine” developed recommendations  for the practical implementation of the provisions on the development of the institute of starosta. This handbook provides recommendations on actions/decisions of local self-government authorities on the implementation of the provisions of the Law № 1638. The handbook is produced on request of the Ministry for Communities and Territories Development of Ukraine.
