The Ministry of Development of Communities and Territories of Ukraine, jointly with representatives of all-Ukrainian associations, international organization experts and financial experts from the Decentralisation Support Office at the MinRegion, has developed a draft of Methodical recommendations on municipality financial capability assessment. The MinRegion has also suggested that all-Ukrainian local self-government bodies associations should consider the draft and contribute their propositions.

The recommendations can be applied by local self-government bodies and executive bodies to make managerial decisions, analyze municipality financial capability, search for ways of improving their facilities and resources, ensure the local self-government financial system sustainability and endurance, particularly, in public services.
