On January, 25, 2022, the HOVERLA USAID Project announced that the Zhytomyr, Zakarpattia, Odesa and Rivne oblasts would become the Project partners. Municipalities of these oblasts will be invited to cooperate in the near future.

The four oblasts were selected according to such criteria as the population and its density, economic activity, diversity and population involvement. The oblast selection was performed in consultations with the Ministry of Communities and Territories of Ukraine.
