Vacancy: Short-term expert on cross-sectoral issues in the field of administrative service provision

Description of the context

To address the changing needs of Ukrainian municipalities and national level stakeholders during wartime, the Swedish International Development Cooperation Agency (Sida) in 2024 initiated a broader programme in support of multilevel governance and recovery. This programme is called “Polaris: Supporting Multi-level Governance in Ukraine”. It is implemented by SALAR International and planned for four years (July 2024-May 2028).

Polaris Programme aims to work with both short and long-term focus, addressing the needs of the multi-level governance system in Ukraine and in parallel strengthening municipalities’ public service provision, as well as their direct engagement in the recovery and reconstruction processes, in line with the requirements of Ukraine’s EU accession.

Role description

The Polaris Programme is engaging a short-term expert on cross-sectoral issues in the field of administrative service provision to carry out specific tasks related to the organisation of public (administrative) service delivery. These services may be provided through Administrative Service Centres (ASCs) and fall under the joint responsibility of the Ministry of Digital Transformation and other Ministries (in particular, the Ministry of Veterans Affairs, the Ministry of Social Policy, and the Ministry for Reintegration of the Temporarily Occupied Territories). The expert’s work will involve close cooperation and coordination with the Ministry of Digital Transformation.

Duration of engagement: 6 months (with a possible extension for an additional 3 months). Maximum contract duration: August 2025 – April 2026.

Send your application with max 3 page CV and max 1 page cover letter (in PDF) to ukraine@salarinternational.se. Please note “Short-term expert on cross-sectoral issues in the field of administrative service provision” in the subject line. The interviews will be conducted on an ongoing basis. Early applications are encouraged. Only shortlisted applicants will receive a response by email when the recruitment has been finalised.
