Government approves Action Programme and submits it to Verkhovna Rada

The Cabinet of Ministers of Ukraine has approved the Action Programme for 2025 and will send the document to the Verkhovna Rada for consideration. This followed extensive discussions involving experts, civil society organisations, businesses, and citizens.

The draft programme was presented on 18 August, with Yuliia Svyrydenko (Prime Minister), Ruslan Stefanchuk (Chairman of the Verkhovna Rada), MPs, international partners, and representatives of think tanks in attendance. Following this, the Government launched a call for comments to finalise the document.

A total of 683 proposals were received by the Government from civil society organisations, business associations, experts, and active citizens. The majority of these were addressed to the Ministry of Economy (184), the Ministry for Development of Communities and Territories (80), the Ministry of Education and Science (66) and the Ministry of Finance (63). Many of these have been taken into account or are already being implemented within the framework of existing programmes and strategies. Additionally, the relevant ministries will consider proposals concerning tactical steps for implementing the Programme during its implementation.

‘We have adopted the most transparent approach possible in developing the Action Programme. Public discussions will continue, enabling us to refine our plans collectively. The relevant ministries will work closely with civil society organisations and other stakeholders to implement the Programme,’ said Yuliia Svyrydenko, Ukraine's Prime Minister.

The Action Programme is based on four key pillars that determine the direction of reforms:

  • Security: developing domestic defence production, scaling up international defence partnerships, launching Defence City and new contract terms for military personnel.
  • Economy: investment, privatisation, developing ‘Made in Ukraine’ production, creating joint investment funds with the EU and partners.
  • Dignity: new support programmes for veterans, young families, internally displaced persons, frontline regions and vulnerable groups, as well as modernisation of the social assistance system.
  • Reconstruction: housing construction, modernisation of the energy system, restoration of hospitals, schools, shelters and cultural heritage sites.

These areas are specified in 12 Government priorities, which contain step-by-step implementation plans and clear performance indicators.

The final version of the Action Programme sets out 129 operational goals to be achieved in 2025. Setting goals and criteria for their achievement enables clear monitoring of progress in each area and the allocation of resources according to priorities.

‘The Action Programme is already operational. It helps us to focus our efforts where they are most needed and to monitor implementation. It is a practical tool that makes government decisions transparent and understandable,’ said Yuliia Svyrydenko, Ukraine's prime minister.
