Action plan for implementation of State Strategy for Regional Development for 2025 –2027: Key highlights

The Ukrainian Government has approved a large-scale Action Plan for 2025–2027 (CMU Resolution No. 1047-r of 25 September 2025), which is intended to implement the State Strategy for Regional Development.


The document covers a wide range of areas, from the restoration of war-affected territories to the development of infrastructure, education, healthcare, and digitalisation. Key highlights:

1. Restoration and security of territories

  • Comprehensive spatial development plans for 50 communities.
  • Clearing territories of explosive objects, particularly in frontline areas.
  • Humanitarian demining of land and compensation for farmers.
  • Reintegration of de-occupied territories: restoration of local governments and basic services, formation of a personnel reserve for local governments, psychological support for residents.

2. Development of rural and mountainous regions

  • Knowledge and innovation system for farmers (AKIS).
  • Modernisation of administrative service centres and launch of ‘mobile administrators’ for remote villages.
  • Access to social services for internally displaced persons.
  • Sustainable development priorities for mountainous areas and relevant programmes.

3. Ecology and restoration of ecosystem

  • Scientific research on the consequences of the destruction of the Kakhovka Hydroelectric Power Plant.
  • Large-scale reforestation of Ukraine.
  • Accreditation of laboratories for water and environmental monitoring.
  • Development of mariculture and conservation of coastal ecosystems.

4. Education, culture, social services

  • ‘Safety classes’ in schools, equipping with bomb shelters.
  • Modernisation of laboratories and workshops in vocational education institutions.
  • Digital education centres in war-affected communities.
  • Inclusive education and barrier-free environment.
  • Libraries and cultural centres as centres of national identity and patriotic education.

5. Healthcare and psychological support

  • A single job portal for medical institutions.
  • Mobile Pharmacy Points and the Affordable Medicines programme.
  • Development of a network of rehabilitation centres and mental health centres.
  • Psychological assistance to veterans, internally displaced persons, and war victims.

6. Digital infrastructure and administrative services

  • Broadband internet for 95per cent of the population.
  • Open data from local governments.
  • Introduction of Diya digital documents and services.
  • Development of a network of administrative service centres and remote workplaces for administrators.

7. Infrastructure and energy

  • Public transport, networks of bicycle lanes, and development of infrastructure.
  • Modernisation of heating systems, improvement of energy efficiency.
  • Programmes ‘ENERHODIM’, ‘VidnovyDIM’, and ‘GreenDIM’.
  • Development of distributed generation and biogas production.

8. Business and investment

  • Financial support for small businesses, veterans, and IDPs.
  • Creation of investment databases and regional decarbonisation offices.
  • Introduction of smart specialisation in regions.
  • Promotion of tourism brands and development of tourism infrastructure.

9. Management and monitoring

  • Updating regional development strategies.
  • Unified DREAM geoinformation system for monitoring reconstruction.
  • Improving the qualifications of civil servants and local government officials.
  • Reform of the State Regional Development Fund.

This Plan provides an opportunity to combine territorial recovery, community development, and European integration standards, even during wartime. For this plan to succeed, the coordinated efforts of all levels of authority, international support and community engagement are required.
