Ministry for Development to present report on results of public consultations on updating the Concept of Local Self-Government Reform

 

The Ministry for Development of Communities and Territories of Ukraine has prepared a report on the results of a series of regional consultations held in September and October 2025 on the draft Specifics of Implementing the Concept of Reforming Local Self-Government and Territorial Organisation of Power in the Context of Military Challenges and Preparation for Ukraine’s Accession to the European Union’.

The consultations took place in Odesa, Poltava, and Lviv and brought together more than 600 participants from all regions of Ukraine – representatives of local governments, executive authorities, public organisations, experts, and academia.

On 10 October in Kyiv (11:00–13:00), a presentation of the report on the results of these discussions will take place.

Adopted in 2014, the Concept of Reforming Local Self-Government and Territorial Organisation of Power became the starting point for decentralisation reform in Ukraine. It formed the basis for the creation of capable communities that have proven their effectiveness and resilience even during a full-scale war.

The reform of local self-government and territorial organisation of power is one of the most successful in Ukraine, supported by citizens and recognised by international partners. However, the reform is not yet complete and remains one of the Government’s priorities. While the draft ‘Specifics of Implementing the Concept...’ does not alter the ideology or principles of the reform, it clarifies the tasks and defines the new steps necessary for its completion, taking into account military challenges and the path towards European accession.

The development of this document is a continuation and confirmation of the irreversibility of the decentralisation process that began in 2014.
