The Strategic Investment Council has decided to significantly expand the Single Project Pipeline (SPP) of public investments, which identifies priority projects for state funding. It now includes 42 new projects and four programmes worth a total of over UAH 1.1 trillion.

Within the scope of the Ministry for Development, 11 transport projects (UAH 387.8 billion), 2 projects and 2 programmes (UAH 76.8 billion) in the field of municipal infrastructure and services, as well as one housing programme (UAH 12.5 billion) have been additionally included in the State Single Project Pipeline.

Other projects include: 25 energy projects (UAH 660.06 billion), 3 public safety projects (UAH 2.5 billion), 1 education and science programme (UAH 6 billion), and 1 legal system project (UAH 0.4 billion).

‘Each of the included projects and programmes is a step towards Ukraine’s sustainable recovery. For the Ministry for Development, comprehensive recovery is the priority, including investment in housing, transport links, and municipal services. The advantage of the Single Project Pipeline is that it allows investments in recovery to be systematised at all levels. Projects from local portfolios can be effectively integrated into state programmes,’ claims Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine – Minister for Development of Communities and Territories of Ukraine.

The Single Project Pipeline ensures that projects are aligned with the country’s recovery priorities and consistent with the Medium-Term Plan for Priority Public Investments. The Single Project Pipeline covers 12 key sectors, including transport, energy, housing, municipal infrastructure, education and health.

The pipeline consists of programmes and individual projects. Approved programmes (for instance, for the comprehensive reconstruction of localities) will subsequently be filled with priority projects from the single portfolios of communities and regions.

As reported earlier, on 26 August 2025, the Strategic Investment Council approved a Single Project Pipeline, which combined 89 investment projects and 60 state programmes worth UAH 11.39 trillion.
