The Cabinet of Ministers of Ukraine has approved a decision enabling communities to independently initiate the restoration of damaged apartment buildings and dormitories as part of an experimental project. The Ministry for Development of Communities and Territories developed the relevant amendments to Resolution No. 934.

The experimental rapid recovery mechanism introduced in the summer enables communities to work according to a new model, in which technical surveys and preparations for repair work are carried out simultaneously.

Previously, the Regional Military Administration made decisions on the use of such a restoration mechanism. This slowed down the start of work and limited the ability of communities to respond quickly to residents’ needs. Now, however, communities will be able to launch this process locally, independently identifying priority buildings for repair and compiling lists, enabling them to begin restoration work more quickly. This expansion of powers makes the mechanism more flexible and reduces the time required to complete the work.

‘Russia attacks every day, including housing. We are granting communities greater autonomy so that they can restore damaged homes more quickly. Local decision-making will enable communities to prioritise repairs and support families whose homes have been destroyed by the aggressor country,’ said Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine – Minister for Development of Communities and Territories.

Eligible properties will be selected based on data from the Register of Damaged and Destroyed Property. Housing that can be repaired quickly and houses where socially vulnerable families live will be prioritised.
