NAUCS and GIZ sign Memorandum on HR Development for Local Self-Government

 

The National Agency of Ukraine on Civil Service (NAUCS) and the German Society for International Cooperation (GIZ) GmbH formalised their partnership via a Memorandum of Cooperation, solidifying collaboration under the international technical assistance project ‘Supporting Decentralisation Reform in the Context of Ukraine’s Recovery and Integration into the EU (U-LEAD with Europe: Phase III)’.

The Memorandum focuses on developing professional training for local government officials, strengthening the capacity of human resources management departments, and improving the quality of public services in light of current challenges.

‘Developing professional competencies at the local level is essential for successful decentralisation and the country’s recovery. Cooperation with GIZ helps strengthen systemic solutions in human resources management,’ emphasised Nataliia Aliushyna, Head of the National Agency of Ukraine on Civil Service.

The main areas of cooperation include:

  • implementation of the Law of Ukraine ‘On Service in Local Governments’,
  • development of a professional training system,
  • expert and advisory support,
  • development of a knowledge management portal to ensure the availability of professional training for local government officials.

‘GIZ will continue to support the NAUCS in developing a system of professional training and personnel management in local governments, while taking into account both European approaches and community needs,’ said Bastian Veigel, Programme Director of U-LEAD with Europe.

Signing the Memorandum confirms the consistent and systematic nature of the long-standing, fruitful cooperation between NAUCS and GIZ. This cooperation is focused on developing the professional capacity of local governments, introducing modern approaches to human resource management and improving the quality of public services in Ukraine.
