Government approves procedure for granting subsidies for the development of veterans' spaces in 2026

On 11 February 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 180, which approved the procedure and conditions for providing subsidies from the state budget to local budgets in 2026 for the implementation of a public investment project for the development of veteran spaces.

Purpose of the subsidy

The subsidy is intended for the implementation of investment projects included in the state's sectoral portfolio within the public investment programme ‘Creation of a network of state veteran spaces’ (ID 070825-A82B97D8).

The funds may be used for:

  • construction of new veterans’ spaces under a reuse project approved by the Ministry of Veterans Affairs;
  • preparatory and construction work;
  • connection to utility networks;
  • preparation of project documentation (based on an approved standard project) and its expert review.

Note: this specifically refers to the new construction of a separate building. Reconstruction, major repairs or the development of individual projects at the expense of the subsidy are not permitted.

About the veteran space within this programme

It is a separate building, constructed under a reuse project, which will become a centre for:

  • the reintegration of veterans into civilian life;
  • comprehensive rehabilitation and adaptation;
  • psychological, legal, and informational support;
  • work with the families of veterans and the families of fallen defenders.

The main administrator of the subsidy is the Ministry of Veterans Affairs of Ukraine.

Key conditions for communities

To be eligible for the subsidy, the following requirements must be met:

1. Co-financing at least 40 per cent

From the local budget. Other inter-budget transfers from the state budget may not be used as a source of co-financing.

2. Availability of a land plot that:

  • complies with its intended purpose and urban planning documentation;
  • has sufficient area and configuration;
  • has the technical capability to connect to networks;
  • is located outside areas of combat operations or temporary occupation (according to the list of the Ministry for Development).

3. The project is included in the single project portfolio of public investments in the region (community).

4. The facility is put into operation no later than 30 October 2026.

5. Letter of guarantee with regard to:

  • co-financing,
  • timely use of the subsidy,
  • ensuring the functioning of the space until its transfer to the management of the Ministry of Veterans Affairs.

The landscaping of the territory is carried out at the expense of the local budget or other permitted sources – but not at the expense of the subsidy.

The selection process

The Ministry of Veterans Affairs addresses regional and Kyiv city state administrations (military administrations) regarding available land plots.

Mandatory criteria include:

  • compliance with technical requirements;
  • compliance with urban planning;
  • engineering capacity.

Top priorities include:

  • the number of veterans and families of the fallen in the community;
  • the readiness of the site for the start of work;
  • a realistic project schedule.

Upon approval of the list of sites by order of the Ministry of Veterans Affairs, communities have 14 calendar days to submit their applications with a full set of documents. Applications submitted after this deadline will not be considered.

Monitoring and reporting

Project implementation will be monitored through the Unified Information System for Management of Public Investment Projects.

The following is envisaged:

  • monthly submission of data to the system (by the 10th day of each month);
  • monthly reporting by subsidy administrators;
  • the possibility of reallocating funds in the event of violations or changes in circumstances.

After commissioning, the veterans’ space must be transferred to the management of the Ministry of Veterans Affairs within two months.
