The Ministry for Development of Communities and Territories is continuing the selection of projects under the Ukraine Recovery Programme III (Tranche B), which will be funded from the state budget through a loan from the European Investment Bank (EIB).
During a meeting of the Expert Working Group chaired by Deputy Minister Oleksii Riabykin, new infrastructure projects in several regions of Ukraine were recommended for funding.
‘The programme enables communities to implement important infrastructure projects. These are decisions that directly impact safety, access to services and people’s quality of life. These include, in particular, the construction and repair of bomb shelters in schools and nurseries, the modernisation of healthcare facilities, and the reconstruction of heating and water supply systems. Projects like these help communities restore infrastructure and provide people with essential services,’ said Oleksii Riabykin.
Following the meeting, the committee recommended funding for:
Earlier, within the framework of the Programme, 5 projects in Kirovohrad region, 11 in Kyiv region, 6 in Ivano-Frankivsk region, 5 in Cherkasy region, 7 in Zhytomyr region, and 5 in Vinnytsia region had already been recommended for funding.
A further 76 projects in frontline regions have been approved: in Zaporizhzhia, Donetsk, Dnipropetrovsk, Mykolaiv, Odesa, Sumy, Kharkiv, Chernihiv, and Kherson regions.
The working group is currently reviewing the projects.
As previously reported, local authorities first submit applications via DREAM ecosystem. The system prioritises the applications, with each project receiving a score and a ranking. The regional state administrations then assess the importance of the projects for their respective regions. The projects are then reviewed by an expert working group under the Ministry for Development, comprising representatives of central government, local government associations, and the civil society sector. Following this, the finalised list of projects is submitted to the European Investment Bank for approval.
The Ukraine Recovery Programme III is aimed to rebuild social infrastructure in regions affected by the war, as well as to support communities hosting internally displaced persons.
