The Ministry for Communities, Territories and Internally Displaced Persons is drafting amendments to the regulations that govern pricing in the construction sector.

Minister Vitalii Bezgin announced this.

He said that although the new ministry is currently undergoing reorganisation and is practically built from scratch, this should not prevent it from addressing the pressing issues that local governments face today.

‘Given that the most common enquiry from communities in recent days has been about pricing in the construction sector – specifically Resolution No. 1512 and the corresponding order from the Ministry for Development – I want to assure you that we are working on this issue. A team chaired by Nataliia Kozlovska has already drawn up draft amendments to the resolution,’ said Vitalii Bezgin.

The Minister emphasised that the proposed changes are intended to strike a balance between preventing corruption risks and enabling communities to implement projects without obstacles.

‘Of course, in this process we have to strike a balance between anti-corruption measures and reducing corruption risks, whilst simultaneously ensuring that the implementation of projects is not hindered. This is particularly important when it comes to smaller communities with fewer staff resources,’ he said.

According to the Minister, the Ministry plans to launch a public consultation on the proposed amendments next week.

‘Our plan is to launch public consultations next week. There will be separate consultations with national associations of local governments, followed by the preparation of a draft amendment for consideration at the Government meeting. I hope that we will be able to quickly find a solution that is balanced and takes into account both the interests of transparency and minimising corruption risks, and the interests of local self-government and the implementation of development projects,’ concluded Vitalii Bezgin.
