To the attention of municipalities – save the date and join a five-week Training Programme “Onboarding” (the Training Programme) created by U-LEAD with Europe. Registration is open till 10 August 2026, the Training Programme will be held online, free of charge. The number of participants is limited.

What is it?

“Onboarding” is a comprehensive training program designed for employees of local self-government bodies who were appointed on or after January 1, 2026, and who have not previously worked in local self-government.

What is it about?

The program covers everything a newly appointed local self-government employee needs to comfortably integrate into their role and perform effectively, including:

• the legal foundations of local self-government;
• the specifics of local self-government activities under martial law;
• the distribution of powers according to the principle of subsidiarity;
• the legislative framework regulating labor relations in local self-government bodies;
• approaches to human resource management;
• building effective internal and external communication;
• ensuring the stable operation of local self-government bodies;
• the basics of the budget process, management of budget funds, and implementation of budget programs by executive bodies;
• safe information handling practices;
• prevention of professional burnout;
• and much more.

Who is it for?

For newly appointed local self-government officials (except for the positions of heads of structural units) and working in the local government for no more than 7 months.

48 participants will be selected, 1 representative from each municipality with a population of up to 50 thousand people, who are not in the temporarily occupied territory and have the technical capabilities (microphone, camera) to join online events/

What makes this training unique?

This is an intensive program that answers pressing questions of professional practice, based on real-life cases. It combines theoretical and practical components and provides opportunities to improve skills and develop joint approaches while working in small groups to prepare decisions, draft HR documents, develop soft skills, and more.

After completing the training, participants will feel more comfortable and confident in performing their professional duties.

Participants who successfully complete the program will receive certificates.
