The Swedish-Ukrainian Polaris Programme ‘Support for Multilevel Governance in Ukraine’ (2024–2028) invites regional and local associations of local self-government to participate in an open selection process for partnership in implementing a pilot programme to strengthen the institution of the starosta.

The goal of the initiative is not only to provide training for starostas of hromadas but also to test a new partnership model, in which regional and local associations of local self-government serve as active participants in the professional development of local government officials and as platforms for the exchange of experiences among hromadas.

As part of the partnership, the selected association will conduct an open selection process for up to five local hromadas in its region, coordinate their participation in the program, provide communication support, and help build a professional community of starostas.
