On 6 December 2016, the Verkhovna Rada (Parliament) of Ukraine adopted as a basis and as a whole the Law of Ukraine on Amendments to Certain Legislative Acts of Ukraine (the "Draft Law No. 5130").

The Draft Law was submitted by the Government in a package with the draft State Budget for 2017.

The law promotes local self-government development and enhances the prestige of service in the bodies of local self-government, the Association of Ukrainian Cities sets out so in its statement.

1. The payment of pensions to officials of local self-government has been resumed (in the amount of 85% of the granted pension)

During the period of service in the bodies of local self-government, pensions to officials of local self-government (save for some social security beneficiaries), the amount of which pensions exceeds 150 per cent of the minimum subsistence level established for persons who have become not capable of working, shall be paid in the amount of 85% of the granted pension but not less than 150 % of the minimum subsistence level established for persons who have become not capable of working.

2. The bodies of local self-government may carry out inspections and draw up administrative offence reports (in the labour and employment areas) at companies, institutions, and organisations of all forms of ownership

When exercising powers in the area of supervision of compliance with the labour and employment laws, the bodies of local self-government may carry out inspections at companies, institutions, and organisations of all forms of ownership, as well as individuals employing wage and salary workers.

The bodies of local self-government may draw up administrative offence reports with respect to:

• non-compliance with the deadlines set for the payment of pensions, educational scholarships, wages or non-payment thereof in full, non-compliance with the deadlines set for the issuance by officers of enterprises, institutions and organisations irrespective of the form of ownership and individual entrepreneurs to employees, including former employees, upon their request, of documents pertaining to their employment at the enterprise, institution, organisation or by the individual entrepreneur in question, which documents are necessary for granting a pension (regarding the employment period, wage amount, etc.) and which deadlines are set forth in the Law of Ukraine "On Applications by Individuals", or issuance of the said documents containing false information, non-compliance with the deadlines set for the certification of work sites in terms of working conditions and the procedure for such certification, as well as other violation of requirements of the labour laws of Ukraine;
• actual admission of an employee to work without entering into a labour agreement (contract) with him or her, or admission to work of a foreigner or a stateless person and persons on whom the decision is made on the execution of documents to resolve the matter of granting a refugee status, under a labour agreement (contract), without permission to employ foreign or stateless persons.

3. The (municipal) bodies of local self-government shall be released from the payment of the court fee in the event of hearing of cases over social protection matters.
