As of 1 March 2017, 75 inter-municipal cooperation agreements have been concluded in Ukraine and registered at the Ministry of Regional Cooperation, Development, Housing and Communal Services. Over 380 territorial communities including the amalgamated ones are implementing joint projects aimed at local development, the improvement of service quality and accessibility, and more efficient use of local budget funds.

The following five regions have registered the largest number of inter-municipal cooperation (IMC) agreements in Ukraine:

  • Poltava Oblast – 34;
  • Ivano-Frankivsk Oblast – 10;
  • Volyn Oblast – 8;
  • Cherkasy Oblast – 6.

The most popular topics for inter-municipal cooperation are joint financing (maintenance) of a communal enterprise; the purchasing of machinery and equipment for solid household waste (SHW) collection and removal; the improvement of transport service delivery; the provision of high-speed Internet access to rural residents; repair of local roads; renovation of local fire rescue stations; the improvement of medical service delivery etc.
