The main task of the state today is to ensure the growth of the human development index. We must overcome the existing risks of personnel outflow and youth uncertainty in the future. Therefore, the reforms being implemented in the country - decentralisation, healthcare, rural healthcare, education, energy efficiency – are jointly aimed at the development of human potential in Ukraine and the emergence of a new generation of Ukrainians.

This was stated by Hennadii Zubko, Vice Prime Minister – Minister of Regional Development, Construction, Housing and Communal Services of Ukraine, at the annual meeting of the European Business Association.

“There are two indicators extremely necessary to any business ready to invest in the region: regional competitiveness index and regional human development index. After all, investor does not come for natural resources, land or infrastructure. He comes primarily to employ people who can work professionally in the enterprise,” said Hennadii Zubko.

In his speech, Vice Prime Minister suggested that businesses pay attention to the budgets of local self-government bodies having great opportunities in terms of financial decentralisation, as well as elaborate projects in infrastructure, social sector, new personnel policy development together with hromadas. “The local budgets have almost UAH 200 billion. I am convinced that it is advantageous for the business to invest in personnel training in the regions. Cooperation between the business and hromadas creates new jobs and demonstrates how we can actually influence the quality of life of Ukrainian citizens,” Zubko said.

He called the youth uncertainty in their future as the greatest threat to the state. “Young people can become more confident with the presence of successful business projects and startups. It also means the training of qualified personnel through the revival of vocational education network, and investment in the infrastructure development around new regional enterprises. Cooperation of business and hromadas will be an impetus for the economic growth of the state,” said Hennadii Zubko.
