The Oblast Programme for Support of Cooperation of Amalgamated Hromadas for 2018-2019 is the first comprehensive document in Ukraine providing financial support of the AH cooperation projects and implementation of informational and educational events in this area from the oblast budget. The programme was developed by the experts of the Sumy Local Government Development Centre together with the Sumy Oblast State Administration and supported by the deputies of the Sumy Oblast Council on 20 December 2017.

Speaking about the importance of this Programme for AHs, its initiator Maryna Lobova, legal adviser of the Sumy Local Government Development Centre, established with the support of the U-LEAD with Europe Programme and MinRegion, noted that most of success is achieved when a well-coordinated team works on the solution of issues.
