Experts have repeatedly warned amalgamated hromadas against construction of large infrastructure objects: stadiums, sports complexes, concert halls, etc. It is not a problem to build them: funds can be obtained from the State Fund for Regional Development or from international donors, but they are difficult to maintain. In Ukraine, there are several cases of establishment of so-called "suitcases without a handle" that are hard to leave and to carry. When I told it to Ivan Kovach, head of the Tyachivska AH of the Zakarpattya Oblast, who opened the newly constructed Tyachiv sports arena last September, he was just surprised: "And you know, we would like to have another two of such sports complexes! Well, at least one more, for sure ... "
