Three years ago, on 15 April 2015, by the joint resolution of the Head of the Rivne Oblast State Administration and the Head of the oblast council, a regional working group was set up in order to  prepare perspective plan for the formation of territories of the hromadas of our oblast. And already on 12 June 2015, the session of the oblast council adopted the Perspective plan for the formation of hromadas’ territories of the Rivne Oblast. This was one of the first perspective plans in Ukraine, mentioned Ruslan Syvyi, one of the members of the regional working group, director of the Rivne Local Government Development Centre, at the opening of the regional forum "Decentralisation in action: the place of rayon in the new system of administrative-territorial structure of Ukraine". The forum itself was held in Rivne on 17 April and was organised jointly by the Rivne Local Government Development Centre, Oblast Council and the Oblast Branch of the Ukrainian Association of Rayon and Oblast Councils with the support of the U-LEAD with Europe Programme. The event was attended by the heads of the Rivne Oblast State Administration and the Council, their deputies, leaders of the LGDCs, members of the regional council, heads of structural units of the oblast state administration and oblast council, heads of rayon councils and rayon administrations, heads of amalgamated hromadas, experts and journalists.
