On 16 May 2018, "Formation of AHs around cities of oblast significance in the Sumy Oblast: a plan for 2018" was discussed at the round table meeting, organised by the Sumy Local Government Development Centre, Central Reform Office under MinRegion, Sumy regional office of the Association of Ukrainian Cities and Sumy City Council.

"First of all, we should talk about a perspective plan, according to which hromadas should amalgamate," said Yuriy Hanushchak, legal coordinator of the Central Reform Office under Minregion and director of the NGO "Institute of Territorial Development".
