Decentralisation helps hromadas develop their territories in the field of education, healthcare, road repairs, or jobs’ creation, said Prime Minister of Ukraine Volodymyr Groysman on the air of the 5^th Channel.

According to him, the state helps to amalgamate, solve these problems financially, as well as develop entrepreneurship on the ground. “Our priority is the development of small and medium-sized business. We need to change the economic model based on large enterprises or holdings. In fact, decentralisation is a mechanism for the creation of small and medium-sized business. The ideology of forming the interrelations of the central and local budgets is as follows: 60% of the individual income tax remain on the ground. It was a revolutionary step, no one did it before, and nobody even dared to think about it,” said Volodymyr Groysman.
