Within the framework of the Roll-Out Phase of the U-LEAD with Europe Programme, study visits to exemplary Administrative Service Centres, operating in the amalgamated hromadas and small cities of Ukraine, are underway. The majority of the ASCs, visited by the participants, are established within the Programme’s Inception Phase.

In general, 22 study visits will take place to role-model ASCs in 18 oblasts of Ukraine.

Heads of hromadas, village councils, ASC specialists and service delivery experts are invited to participate.

During the visits, the participants will find out how the institutional mechanisms are being practically implemented in the ASCs: integration of services, flexible personnel formation of the ASC with the effective use of human resources, creation of remote workplaces in starosta districts. Participants will also get acquainted with the infrastructural features of the ASC establishment: open space of premises, barrier-free approach, conditions for persons with disabilities, self-service space, children’s playcorners, related services in the ASCs, etc.
