The Shakhivska hromada was the first rural AH in the Donetsk Oblast to build and open its own Administrative Service Centre.

It was placed in the building of the former outpatient clinic. UAH 2.2 million were invested from the infrastructure subvention funds to carry out overhauls, and UAH 1.2 million were added from the local budget for the purchase of furniture and equipment.

Prior to the ASC opening, representatives of the Shakhivska AH participated in workshops and roundtable meetings on the work of the Administrative Service Centres, organised by the Donetsk Local Government Development Centre, established with the support of the U-LEAD with Europe Programme, in order to improve the professional level of administrators and service delivery. Specialists of the AH, along with representatives of other hromadas, cities and rayons, studied in the Donetsk LGDC to correctly use different types of state assistance, prepare and submit projects for financing through an infrastructure subvention.

Ihor Stokoz, deputy head of the Donetsk Oblast State Administration, emphasised the need for such centres in large cities and small urban-type settlements, as well as the fact that they help to significantly shorten the time of documents’ processing.

Already from November 2018, the ASC in Shakhove will start accepting documents to issue national passports in the form of ID cards and foreign passports. At first, they plan to serve local residents, and will be ready to provide passport services.
