The Kirovohrad Oblast is a leader in implementation of the rural healthcare reform, initiated by President of Ukraine Petro Poroshenko. 10 newly built outpatient clinics have been put into operation in the oblast, informed Hennadii Zubko, Vice Prime Minister – Minister of Regional Development, Construction, Housing and Communal Services of Ukraine.

“As at the beginning of the year, a notice of the beginning of construction of 303 facilities has been registered in Ukraine. We have different progress pace: some regions are moving fast, and some are lagging behind. The Kirovohrad, Dnipropetrovsk, Luhansk, Mykolayiv and Khmelnytskyi Oblast are among the leaders. By 15 January 2019, another 3 newly built rural outpatient clinics are to be opened in the Rivne Oblast and one in the Odesa Oblast,” said Hennadii Zubko.

The governor stressed that oblasts should move faster: both in terms of land plots’ registration, and in terms of documents preparation – conclusion of contracts with general designers, obtaining expert conclusions, announcing tenders and defining prime contractors.

The state budget-2019 envisages a subvention of UAH 1.0 billion for the implementation of measures aimed at healthcare system development in the rural areas. In addition, there are transitional 2018 balances of more than UAH 4 billion.

It should be mentioned that 517 projects for the construction of new outpatient facilities at the amount of UAH 2.9 billion have been approved for financing in Ukraine. Besides, the MinRegion’s Commission agreed proposals for the purchase of 497 service cars for physicians, who will work in new outpatient clinics.
