Fixing a clear system of administrative and territorial structure of Ukraine and an effective local self-government system, introduction of a prefect institute in the system of executive power and guaranteeing the material and financial basis of local self-government. These are the main directions of amendments to the Constitution of Ukraine regarding decentralisation.
The Concept of the draft amendments to the Constitution regarding the territorial organisation of power and local self-government was presented today at a meeting of the Donor Board on Decentralisation in Ukraine by Oleksandr Korniyenko, Member of Parliament and member of the Legal Reform Commission.
The MP stressed that the European Charter of Local Self-Government, ratified by Ukraine in 1997, is a prerequisite for preparing amendments to the Constitution of Ukraine in terms of decentralisation.
He also stressed that proposed changes will ensure the irreversibility of the decentralisation process and the reform of local self-government.
