The Guideline «Strategic healthcare planning in amalgamated hromadas" was developed in the frames of the U-LEAD with Europe Programme and aims to support the representatives of local self-government and local healthcare providers in organisation and implementation of the strategic planning process at the hromada level.
The Guideline is based on the experience of providing technical support for the development of strategic plans in healthcare sector in amalgamated hromadas of the Vinnytsia, Dnipro, Zhytomyr, Zakarpattia, Zaporizhzhia, Ivano-Frankivsk, Kyiv, Luhansk, Lviv, Rivne, Khmelnytskyi and Chernivtsi Oblasts in March-July 2019.
The manual provides information on the most relevant aspects of organising the strategic planning process as well as examples of documents prepared during the development of strategic plans for the hromada healthcare sector and primary healthcare providers (communal non-commercial enterprises).
For the first time in Ukraine, the publication describes the strategic planning process in the healthcare sector at the hromada level and can be useful for anyone who plans to create a healthcare sector development strategy.
