The team, working over the administrative services provision quality enhancement, by the U-LEAD with Europe Programme has held a video-discussion with city ASCs heads about ASCs functioning under the quarantine conditions.

Such general conclusions were made:

• In each city its own model of providing citizens with access to the administrative services has been chosen under the quarantine conditions. Each of them demonstrates its efficiency as it takes into consideration the local context.
• Common tools used by all ASCs are as follows: popularising e-services, online consultations provision, an increase in administrative service results delivery by post, etc.
• The decentralization reform is successful as local self-government bodies can respond flexibly to the challenges they face.
