In the near future the government and the line committee of the Verkhovna Rada must prepare and submit to the parliament a resolution draft on the new rayon formation, in fact – on the administrative and territorial arrangement.

The first phase of decentralization and hromadas amalgamation has predictably deprived district councils of their authorities, except for one – an opportunity for the local and regional elites to blackmail the central authorities, pressing the head of the district state administration through the Constitution and law provision, allowing to raise the issue of dismissing the head of the district state administration with the district state administration decision.

Deleting the option of a district council at the sub-regional level will make it possible during the local elections to balance the power, having excluded feudality and dictatorship of local rulers. The state interest will become the key one.
