The Constitution amendments draft in terms of the reformed local self-government system and the territorial power arrangement, as well as authorities decentralization have been agreed by the constitution commission, established by Volodymyr Zelenskyi. Having been confirmed at the Office of the President, the document will be sent to the Verkhovna Rada.
It was emphasized by the Head of the Ukrainian Association of Rayon and Oblast Councils Serhiy Chernov during the meeting of the Chamber of Regions of the Congress of Local and Regional Authorities in Dnipro, involving the President.
«The discussion about competence competition between oblast councils and oblast administrations, rayon councils and rayon administrations has been going on for 30 years of independence. To put an end to it, it is necessary to take a huge step of the second stage of decentralisation. This week, the constitution commission, involving people’s deputies, representatives of the Office of the President, members of the government and the Association of the Local Self-Government Bodies, established by you, Volodymyr Oleksandrovych, has completed its work. Everybody agreed on the text. The work lasted for a year», - said Serhiy Chernov.
