Ukraine expands energy efficiency program for public buildings

The Cabinet of Ministers has approved the procedure for using grant funds to improve the energy efficiency of public buildings. The program provides for financing the modernization of municipal healthcare facilities with funds from the European Investment Bank and international grants NIP na E5P. The goal is to reduce energy costs to increase the energy independence and autonomy of hospitals.


Local governments that are already participants in the "Energy Efficiency of Public Buildings" credit program can receive funding. Grant funds will be allocated as co-financing of a credit project, which will reduce the debt burden of communities. Co-financing from grant funds is up to 50%, but not more than 300 thousand euros per institution. The selection of projects is carried out by the Ministry of Development, which also monitors their implementation.

How to apply and receive funds?

  1. The announcement of the selection of subprojects will be published on the website of the Ministry of Development of Communities and Territories.
  2. Local governments participating in the Energy Efficiency of Public Buildings Program submit applications in paper or electronic form. Applications in electronic format must be signed with a qualified electronic signature.
  3. Applications are reviewed by the project management group at the Ministry within 15 working days.
  4. If the information in the application meets the requirements, the facility will be included in the list of subprojects receiving co-financing.
  5. Final approval will be carried out by the European Investment Bank, after which the Ministry issues an order approving the subprojects.
  6. Funds are transferred to the Ministry's account opened at Ukreximbank.
  7. A separate project account is opened for each beneficiary, to which funds are transferred.
  8. Settlements are made by the beneficiary directly with the contractors performing the work, in the national currency or the equivalent in hryvnias at the NBU exchange rate.
  9. Beneficiaries must report on the use of funds monthly, and the Ministry of Development monitors the effectiveness of project implementation.

The program is expected to help reduce electricity costs, create more comfortable conditions in hospitals, and improve the efficiency of municipal resource management. Applications will be accepted from mid-March. Detailed information will be published on the Ministry of Development website before the start of applications.
