Nataliia Kozlovska, Deputy Minister for Recovery, Infrastructure and Transport of Ukraine, took part in the Ukrainian Investment Congress, which brought together over 3,000 participants – representatives of government bodies, the construction and property development sectors, the financial sector, and international partners. One of the key topics of the event was the implementation of Building Information Modelling (BIM) technology, its integration with the Unified State Electronic System for the Construction Sector (USESCS) and the development of the regulatory framework.

During the discussion, Nataliia Kozlovska emphasised that the Ministry is working on the practical implementation of BIM as a comprehensive system for managing information about a facility at all stages of its life cycle.

‘Today, we are not talking about individual BIM initiatives, but about the transition to a comprehensive system for their practical implementation. We are talking about managing information about a facility throughout its entire life cycle, not just a three-dimensional model or an additional file attached to the project documentation,’ noted Nataliia Kozlovska.

According to her, one of the key areas of work is the development of a regulatory framework for the use of BIM technology. In particular, the focus is on Draft Law No. 6383, which defines the legal status of the information model. The draft law has already been adopted by the Verkhovna Rada at first reading, and the Ministry, together with market representatives and the FIRE international technical assistance project, has developed proposals to prepare it for second reading.

Additionally, work is ongoing on the Strategy for Digital Development in the Construction and Urban Planning Sectors, which will set out a practical roadmap for BIM implementation with specific stages and activities.

The event also included a discussion on a gradual transition to the use of BIM technologies, primarily for projects funded by public money. At this stage, the Ministry proposes introducing the use of Building Information Modelling on a voluntary basis. It is envisaged that its implementation will be conducted on the basis of the Urban Planning Cadastre at the national level, a component of which is the Unified State Electronic System for the Construction Sector. The key administrative procedures in the construction sector are already implemented through the Unified State Electronic System for the Construction Sector.

 

 

‘It is important for us to create a reliable source of data covering the entire life cycle of a facility. The information model should be linked to a specific facility, project documentation, and digital procedures. Its data should be repeatedly used during expert assessments, the determination of the scope and cost of works, construction supervision, the commissioning of the facility, and its subsequent operation,’ emphasised Nataliia Kozlovska.

The participants paid special attention to the principle of technological neutrality in state regulation. This principle stipulates that the state sets uniform requirements for information and rules for data exchange, but does not oblige market participants to use specific software.

 

 

According to the findings of a study conducted by the Ministry, the Ukrainian market already actively uses BIM technologies, although the extent to which they are applied varies significantly. For some companies, BIM is primarily a tool for visualising projects, whilst others use it to improve the quality of design, optimise costs, and ensure effective technical and design supervision. At the same time, the study revealed a high demand among the professional community for the standardisation and harmonisation of BIM implementation processes in Ukraine.

 

 

During the panel discussion, representatives from the business community, the professional sector, and the expert community expressed their support for the systematic implementation of BIM in Ukraine. The participants emphasised that, for the technology to develop effectively, clear rules, a modern regulatory framework, and a consistent approach to data management are required at all stages of a facility’s life cycle.

Anna Iskierdo, Co-Founder and CEO of AIMM, stated that the market is already ready, and that the digitalisation of the construction sector is a key prerequisite for the transparent restoration of Ukraine and its European integration.

Mark Kestelboim, CEO of Well-Being Contech, emphasised that BIM should become not just a tool for designers, but a comprehensive digital platform for all participants in the investment and construction process – clients, banks, donors, and financial institutions.

Ihor Yurasov, BIM Manager at Arhimatyka, stressed that the implementation of BIM is one of the key drivers of development in modern design and construction.

The panel discussion included Andrii Antonenko, CEO of UVT Group and BIM Partner Ukraine; Yurii Podolchuk, BIM Expert and CEO of the Ukrainian BIM Community; Vadym Parnytskyi, CEO of BIM HELP; and Andrii Piddubnyi, Ukraine’s representative to the EU BIM Task Group and PBF Corporation.

Currently, the implementation of BIM in Ukraine is supported by the UK Government, specifically through the FIRE technical assistance programme, which is administered through FCDO.
